NOTICE INVITING TENDER
Pakistan Sports Board, Islamabad invites Technical and Financial Proposals through EPADS from the Contractors/ Firms for invitation of bids, registered with Pakistan Engineering Council (PEC) under C-4 category and above valid upto 30th June, 2025 for the following project as per PPRA Rules: -

The bidding documents can be downloaded from http://eprocure.gov.pk and advertisement is also available on PSB’s website www.sports.gov.pk.
The applications should be submitted through EPADS alongwith all information/ Technical/ Financial proposals and bidding documents and in accordance with the instructions to the bidders:

i)
|
Application on the company’s letter head containing Name, Address, Telephone/Fax, Email address & branches office, if any,
|
|
ii)
|
Details / proof of National Tax Number/ firm on ATL and Registration with PEC.
|
|
iii)
|
Affidavit on judicial stamp paper, duly notarized to the effect that the firm has not been blacklisted and not in litigation with any government / autonomous agency.
|
|
iv)
|
The bid security / earnest money amounting to Rs.2.50 million shall be submitted in the form of bank draft/pay order/CDR in favour of Director General, Pakistan Sports Board, Islamabad on any working day during office hours before the closing hours i-e 03rd December, 2024 1100 hours.
|
|
v)
|
One copy of “Technical Proposal” in hard form as uploaded on EPADS shall be submitted with the application. In case of difference, the documents/ information as envisaged in downloaded proposal shall prevails.
|
The bid should meet the following criteria: -

i)
|
In case of a bid/rate quoted by the bidder more than 10% below engineer estimate, the additional bid security in the form of bank draft/pay order/CDR in favour of Director General, Pakistan Sports Board, Islamabad shall be sought from the successful bidder only up to the extent of a bid below 10% in the form of CDR/Pay Order. In such an event, the successful bidder shall be bound to produce the additional bid security within seven (07) days from the issuance of letter of acceptance failing which the Client / Procuring Agency shall forfeit the bid security of the successful bidder and may initiate legal action against the bidder.

ii)
|
The firm should meet the evaluation criteria as mentioned in the bidding documents.
|
|
iii)
|
Bidding will be carried out by adopting “Single Stage Two Envelope” procedure. The Technical and Financial proposals complete in all respects, in accordance with the instructions provided in the bidding documents should be submitted on or before 03rd December, 2024 at 1100 hours and the Technical Proposal shall be opened on 03rd December, 2024 at 1130 hours. The Financial proposals of only technically qualified firms shall be opened after 15 days of uploading of Technical Evaluation Report on PPRA website.

The competent authority reserves the right to accept or reject any or all bids as per PPRA Rule No. 33.
