PAKISTAN SPORTS BOARD


REQUEST FOR CONSULTANCY SERVICES

1.      Pakistan Sports Board an autonomous organization under the administrative control of the Ministry of Inter Provincial Coordination intends to engage the services of a consultancy firm to carry out the following tasks: -        

i.

To examine, review and suggest suitable changes in Pakistan Sports Board Constitution and Rules, 1981 in view to bring them in consonance with International Olympic Committee Charter.

ii.

To review sports law/rules, National Sports Policy, 2005 and to make it holistic and update it with the latest development in the Sports Sector keeping in view devolution of subject of sport under 18th Constitutional amendment.

iii.

To define the relationship among Pakistan Olympic Association (POA)/ National Sports Federation (NSFs) and Pakistan Sports Board.

iv.

To prepare SOPs/Procedures/Mechanism for enforcement and compliance regime of the Board.

v.

To evolve strategy to enhance interface with International Sports Organizations.

vi. To carry out Institutional Management Review (IMR) of the executive arm of the Board and to make recommendations to make it a lean, efficient, professional and vibrant sports body.

2.      Detailed TORs/ evaluation criteria are contained in Request for Proposal (RFP) which may be obtained on payment of Rs.2000/- (non-refundable processing fee through crossed cheque/pay order/demand draft in favour of Pakistan Sports Board) from the office of the Mr. Abdul Ghaffar Khan, Secretary, Pakistan Sports Board/Joint Secretary (Sports), Pakistan Sports Board, Kashmir Highway, Islamabad (Tel. #. 051-9244831) during office hours (8am to 4pm). The request for proposals complete in all respects will be received upto 18-4-2013 (1100 hours) which will be opened on the same day at 1400 hours. 70:30% weightage will be given to technical and financial proposals respectively..

3.      The competent authority may accept/reject proposals as per rule 33 of Public Procurement Rules-2004.
